In my opinion, the first part of the question needs a little tweaking. After racking my brains for 5 hours, I realised that any instances of Hongyi running, jogging, walkingreallyfastsoitlookslikesheisrunning is prompted by external factors in the shapes of Tongs, buses, and... Tongs, and any other PE teacher with threats of PE remedials. Which just goes to show that it is inherent. It is hardly debatable. 

To induce her to run voluntarily is a noble challenge. Any chances of success is worthy of a nobel prize for courage, intellect, literature, quick thinking, perseverance and world peace. Voluntarily in this case, i presume, means an innate, passionate desire to get to get really really fast to a location without any means of mechanised support (or human ones). Bribery does not seem to be applicable, hence that rules out coaxing with ice cream, making people whose names start with A stand at the finishing line etc.
